    Mr. Christian TAAKS, born 1961, studied sinology, communication science/journalism and Theater Arts in Tübingen, Hamburg, Taipei and Berlin. He received his Ph.D. at Free University Berlin on a historical topic.


    Since the late 1980s he worked in the field of development cooperation for several German institutions. In 2004 he joined the German political foundation Friedrich Naumann Foundation for Freedom (FNF), where he held since then several posts, amongst others, Director of Scholarship Programmes, Head of European and Transatlantic Dialogue Division and Head of Asia Division.


    Since September 2018 he is the Head of FNFs Korea office, based in Seoul.

    Dr. Palikone THALONGSENGCHANH is Senior Researcher at the National Agriculture and Forestry Institute (NAFRI).


    He was nominated as journey staff for riparian country at MRCs in Phnom Penh (Cambodia) for Water Utilization Program (WUP) (2002-2004), and was project manager for Watershed + Water Resource Management for Nam Ngum and Nam Theun Rivers, which was a hydropower dams control project (2000-2005). In 2006, he was nominated for Deputy Director of Land and Natural Resources Research Information Center of the Ministry of Natural Resources and Environment (MoNRE).


    In 2012, Dr. THALONGSENGCHANH was nominated as Assistant to the Spokesman and Deputy Director of the Public Relation Department of the Prime Minister's Office. In 2014, he was nominated to work for the National Agriculture and Forestry Research Institute (NAFRI) and currently serves as its Senior Researcher.


    Some of his other working experiences include Member of the National Science and Research for Policy since 2007; National Board Committee member for the education improvement and development since 2008; and Member of the Mekong Region Land Governance since 2010.


    Dr. THALONGSENGCHANH received his Master of Science of Water Resources Management "Ecology-Hydrology" from the University of Water Resources and Hydrology, Sankt- Petersburg, Russian Federation (Former Soviet Union) (1989-1995), and his PhD in Geography in Water and Natural Resources Management from the University of Water Resources and Hydrology, Sankt- Petersburg, Russian Federation (Soviet Union) (1996-2000). He also received a MIF and JSPS scholarship – as a Postdoctoral Fellowship and Visiting Professor on Land, Water, Climate and Ecology in Kyoto University (Department of Geophysics and Disaster Prevention Research Institute), Kyoto, Japan (2005-2008).

    Asle TOJE (b. 1974) is a roving Political Scientist. He is the former Research Director at the Norwegian Nobel Institute in Oslo, and a current member of the Norwegian Nobel Committee. After completing his PhD in Cambridge (2006), Asle TOJE has lectured and taught at universities in Europe and beyond. Among his scholarly works are “The European Union as a Small Power” (London, Macmillan, 2010) and “Will China's rise be peaceful? The rise of a great power in theory, history, politics, and the future” (Oxford University Press, 2018). Asle TOJE is a syndicated columnist and a frequently used pundit in the international media.


    Asle TOJE is Norwegian. He has lived and worked in a number of countries, including Germany, France, Belgium, England, and the United States. He was educated at the Universities of Oslo and Tromsø and received his PhD from Pembroke College at the University of Cambridge. He speaks English, Norwegian and German. While at Cambridge, Asle TOJE worked on three main fields of study: international relations theory, war studies and European studies. He wrote his Ph.D. thesis, titled " American Influence on EU Security Policies, 1998-2004," under the supervision of Geoffrey Edwards. Asle TOJE moved to New York City in 2005 to join the doctoral fellows program at Columbia University's School of International and Public Affairs. His academic tutors were Kenneth Waltz and Jack Snyder. Asle TOJE was the Research Director at the Norwegian Nobel Institute from 2012-2018, when he was selected to be a member of the prestigious five-member Norwegian Nobel Committee, a position he will hold until 2024.

    Dr. TRAN Thi Hong Minh served as Director General of NCIF from April, 2019. She was the Director of Department of Enterprise Registration, MPI from April 2014 to March 2019. From 1992-2010, she worked at the Central Institute of Economic Management, MPI.


    She received her master's at Flinders University, Australia in 2005 and her doctorate in the Vietnam Academy of Social and Science in 2013.


    Now, as Director General of NCIF, she plays a leading role of the science research on socio-economic forecast for the master report of socio-economic plan development of Vietnam which assigned for MPI prepared by Vietnam Government.

    Mr. Fernando TRAVESÍ is the Executive Director of the International Center for Transitional Justice (ICTJ).


    He has over 20 years of international experience in transitional justice, human rights, and rule of law, working for both international organizations and NGOs. Prior to joining ICTJ in 2014, he was the Director of the UNDP Transitional Justice Basket Fund in Colombia. He also served as UNDP Senior Justice Advisor in Tunisia after the Jasmine Revolution. In Nepal and Colombia, Mr. Fernando TRAVESÍ held regional responsibilities with the International Committee of the Red Cross (ICRC) to protect civilian populations affected by the armed conflict, including documenting violations of international humanitarian law, detention visits and managing the dossier of missing and disappeared. He also worked in Sierra Leone, as Country Director of the Spanish Red Cross, where he led Red Cross' projects on rehabilitation of child combatants and children affected by the war. Prior to that, he worked for the NGO Movimiento por la Paz, as Regional Director for the Balkans leading a cross-border program on access to justice for refugees, displaced people, and returnees and as Country Director in Albania during the Kosovo war.


    Mr. TRAVESÍ is a Lawyer who also completed post-graduate specialized courses in international public law and practiced in Spain mostly on criminal, immigration and civil issues. He also holds a master's degree in conflict resolution and negotiation from the University Pontificia Javeriana of Colombia that awarded him with the Annual University Honor Medal for Academic Merits. He is a recognized novelist and playwright, winning awards such as the Spanish National Prize of Theater.
