    NAM Sang-yirl is a senior research fellow and head of Center for ICT Trade and Inter-Korean Cooperation Research at the Korea Information Society Development Institute (KISDI). KISDI is a government-affiliated policy research institute, in Korea, focusing on socio-economic aspects of broadcasting as well as telecommunications, and international cooperation.


    His main research interests are in international trade policy, technical barriers to trade (TBT), trade and development, information and communication technology (ICT) cooperation in international organizations, and inter-Korean cooperation. Before join in KISDI, he worked as a research fellow at the Korea Institute for Industrial Economy and Trade (KIET) and the Korea Institute for International Economic Policy (KIEP). He served as the advisor to the Minister at the Ministry of Trade, Industry and Energy (MOTIE) of Republic of Korea on international trade policy issues. He gave consultation to foreign countries including Mongolia, Cambodia, and Brazil for their economic development and trade policy related issues. He also served as the executive director of APEC Education Foundation (AEF), the executive director of Korean National Center for APEC Studies Consortium, and the executive director of Korea National Committee for Pacific Economic Cooperation (KOPEC). Besides, he served as a vice chair of Working Party on Information Economy (WPIE), Organization for Economic Cooperation and Development (OECD) and currently serves as the chair of Telecommunications and Information Working Group (TELWG), Asia-Pacific Economic Cooperation (APEC).


    He earned his B.A. and M.A. degrees in Economics from Seoul National University, Seoul, Korea and his Ph.D. degree in Economics from University of Pennsylvania, Philadelphia, U.S.A. He was given ministerial citations from the Ministry of Information and Communications, and from the Korea Communications Commission, Republic of Korea, respectively.

    Dr. Rose NGUGI is an economist and holds a PhD from Business School Birmingham University, UK specializing in Financial Markets, Masters and Bachelors Degree in Economics from the University of Nairobi, Kenya. She has vast teaching experience in the University of Nairobi, School of Economics where she started as an Assistant Lecturer in 1997 rising up to senior lecturer in 2014.


    She served as a Senior Advisor in the Office of Executive Director, Africa Group 1, International Monetary Fund, Washington D.C. from 2010 to 2016. Dr. NGUGI has been a member of Central Bank of Kenya, Monetary Policy Committee whose main responsibility is formulation of monetary policy from 2008 to 2010 and 2005 to 2007.


    Dr. NGUGI is currently the Executive Director of the Kenya Institute for Public Policy Research and Analysis (KIPPRA). She is involved in providing technical guidance and capacity building on policy and strategy formulation to the Government of Kenya and other stakeholders, with the overall aim of contributing to the achievement of national development goals.


    Dr. NGUGI has published widely. Her research interests are in public policy, financial sector, investments, reforms and institutional issues.

    Ms. NGUYEN Thi Hoai Linh started working for VWU in 1995 as a staff of International Relations Department.


    She later was promoted to be Vice Director of the VWU Center for Support of Women, HIV/AIDS and Reproductive Health; Vice Director of the VWU Center for Women and Development; Director General of the Standing Office of the National Committee for the Advancement of Women (NCFAW); and Director General of the VWU Planning and Finance Department. She has been working as Director General of VWU International Relations Department (IRD) since 2012.


    She is Presidium member of the Vietnam Peace and Development Foundation, the Vietnam Union of Friendship Organizations, Executive member of several friendship associations between Vietnam and other countries, such as the US, Canada, Cuba, Laos, Myanmar, etc.


    Apart from international cooperation, she is active in the fields of gender equality, responses to violence against women and children, community development. E.g. between 2010-2012, she was Director of the Spanish-supported project "Financial Planning Capacity to Reduce Domestic Violence".


    She has BA degrees in Linguistics and Banking. She received M.A of International Relations and Diplomacy in 2002 at the School of Oriental and African Studies, University of London, United Kingdom. She is a mother to 2 children, one boy and one girl.

    Dr. NGUYEN Dinh Cung has been working at the Central Institute for Economic Management of Vietnam (CIEM) since 1983. From 1997 to 2000, he served as the Deputy Director of the Macroeconomic Policy Department. From 2000 to 2009, Dr. NGUYEN held the position of Director of the Macroeconomic Policy Department. From 2009 to 2013, he acted as the Vice President of CIEM. Dr. NGUYEN Dinh Cung was officially appointed as President of the CIEM in May 2014.


    Dr. NGUYEN currently holds memberships of the Vietnam Economic Association, Prime Minister's Task Force for the Enterprise Law's Enforcement, and Vietnam Association of Financial Investors (VAFI).


    Dr. NGUYEN possesses extensive experience with research and consultation in the areas of Vietnam's Institutional Reforms toward a Market Economy. He assumed the role of key drafter of the Enterprise Law in 1999, Enterprise Law in 2005 and amended Enterprise Law in 2014. He is at this stage leading the further amendment of the Enterprise Law. Since 2009, Dr. NGUYEN has been advocating and preparing detailed plans for comprehensively restructuring the economy and renovating growth paradigm of Vietnam. Also, he led and performed major research projects on Vietnam's competitiveness at both national and sectoral levels.
